Notepad
If are new to CSS, then Notepad is for you, as there is no better way to learn style sheets then by hand coding it, plus you don't need to download anything, its there, siting snugly in your hard disk and don't forget to change the '.txt' extension to '.css' while saving! For all other things there is TopStyle.
